If you head to Rancho Bernardo Inn or Twin Oaks, you could run into some Titleist associates as those are our home courses. 

Other excellent courses in the area include Aviara, The Grand, Maderas, and The Journey at Pechanga.

Riverwalk - three 9 hole par 36 courses.    Earlybird special $25 for 9 holes with cart.  This is next to Fashion Valley Shopping Center (very close to downtown SD; from 163, exit Friars Rd west).   The 18 hole rate is $55 and up.     Greens are rather soft.

Executive courses -  Oaks North (exit Rancho Bernardo Rd from 15 North and make left on Pomerado Rd and right on Oaks North Drive).  Three 9 hole par 30 courses with the par 3s ranging from 115 yards to 205. Very challenging for an executive course.  $19 for 9 holes, $31 for 18.  From downtown probably about 35 minutes drive.   Greens pretty soft.

There are quite a few golf courses near Oaks North: Doubletree, Rancho Bernardo Inn. 

Military courses -

1.   Admiral Baker (Friars Road East from 163 or 15).   Two 18 hole courses.   South Course has a 9 hole special $9 for military retirees, $12 for DoD and law enforcement.  $16 for civilian guests. 

2.  Miramar MCAS (requires on base access).  

Wouldn't recommend Balboa Park - too crowded and overpriced for the course conditions.

Cheap golf

1.  National City Executive ($12 for 9 holes  Par 34.   Only exec  course in the county with a par 5; other than that, too easy). 

2.  Tecolote Canyon.  $10 for 9 holes earlybird or $15 for 18 holes.   The longest par 3s are only 165 yards.  All the par 4s are 300+ yards.    Par 58.  Still a pretty challenging course because anything other than dead down the middle of the fairway is an uneven lie.  The greens are very fast.

Rancho Bernardo Inn is across the road from Oaks North (on Pomerado RD).  

Also in that area is Doubletree Resort - golf course looks nice but didn't care for the staff there and the parking is horrible. 

In the North County area, if you are into very short executive courses, try Lomas Santa Fe and Lake San Marcos.  LSM is less crowded and one can walk on at 7AM.

I would try Balboa golf course, it's a muni, but a great course for a great price. It's about 10 minutes or less from downtown. I would also suggest Coronado golf course. Last time I play there, which was around Christmas, a PGA Tour pro was playing a round there and he was finishing up his back 9 when I was about to start my round. 

Riverwalk is also decent, but pricey, but it's right there in Mission Valley.

Balboa Park:

The 18 hole course is relatively uncrowded.   I've played that one quite a long time ago.  Greens are a bit hard.  Seemed like a nice course in 2006.

The 9 hole course is just about constantly crowded.   It takes about 2 hours to play most days.  The course itself is OK.  The greens are a bit firm and the par 3s are between 130-198 yards.  There are two "par 4s" (238 and 220) but the rest are between 320-395.    If I play there I bring my own group (I've taken the wife there a couple times).

Riverwalk:

Best deal is the earlybird for $25.  Unfortunately, you have to purchase a cart.  The greens are very nice.   The Friars course has The Bunker From Hell ( a rather huge greenside bunker on #8).   The Mission course is reasonably easy because it has some shorter par 4s vs the Friars and Presidio but one has more opportunities to hit over water.

I played Torrey and Balboa Park when I was out there. I'd suggest Balboa Park as well, challenging, fun, and some cool views.
