I just received this club i purchased through a local pro shop, the club is 913H 24 degree with Tour AD DI 85-S shaft. My question is, it came with a 4 gram (white dot) weight and i thought the standard weight was the 9 gram (red dot) weight, is there some reason it would have the lighter weight in it?

When you add length the swing weight changes that's most likely why

1/2" longer changes the swingweight 3 points heavier.    4 grams will lighten the swingweight by 2.5 point (2 grams headweight change = 1 swingweight point).  Putting a midsize grip will also lighten the swingweight by 3 points (standard rubber grip is 52g and typical midsize rubber grip is 67g; 5 grams per swingweight point).
