Basing my opinion off the information you provided, I feel that regular flex shafts could be a great option for your daughter. I would highly encourage you to schedule a fitting at your local authorized Titleist fitting account to determine the best shaft options and club specifications for her game.

Adding to Chris T's comments, I'm 5'9" 85 driver speed, and my AP1s are R flex. Even the A-flex was too whippy, so I upgraded to R. Since she is going to get stronger, the fitter can work with you on TT 95 and some of the other steel shafts. The fitter will also look at a standard men's length since she is quite a bit taller than the average 5'4" woman. She is definitely above the image of a lady golfer with color coordinated bag, clubs, and grips.
