When Titleist lists iron shaft length specifications, is that raw shaft length or shaft length plus grip?

Listed in our Custom Club Options book, is the finished club length of the 6 iron (37.5") and PW (35.75"). If you are seeing this listed somewhere else, we would list the playing length for our irons and wedges.

I normally play +1/4" to +1/2" over standard, but Titleist irons are saying 5 iron is 38". That's +1/4" over standard compared to many other companies. Is this simply a matter of how it's measured. For example, the competitor measures without grip, and Titleist measures with grip?
